He serves as a consultant to the Puerto Rico Aqueducts and Sewers Authority (PRASA), advising on all matters related to dams owned and operated by the Authority. His expertise includes planning, hydrology, design, and construction supervision. He has led the development, design, and construction oversight of several major water infrastructure projects in Puerto Rico and participated in international projects in the Dominican Republic, Bolivia, Honduras, Argentina, and Africa.

He has contributed to the planning, environmental assessment, and design of numerous major infrastructure projects in Puerto Rico, and has extensive experience in the preparation of environmental documentation in compliance with NEPA and local laws.
