Replacement of overhead electric facilities with new underground electrical services for the conversion of 405 residences, one apartment complex, and one commercial mall in the Block 4Y Skyline Area of San Diego. Services included electrical design for the Dry Utilities Undergrounding Program, coordination with communication joint trenches, city streetlights, and ADA sidewalk curb ramp improvements.

Lucy is the President and CEO of EPI. She has an extensive background in program delivery and client management as well as business growth, operations, change management, compliance, and regulatory and governmental affairs. She has led the execution of energy infrastructure programs from funding, planning, and design through construction and commissioning. She previously developed and led the Energy Infrastructure Sector of Cordoba Corporation and served as Executive Vice President and Managing Director of AECOM's North America Energy Business Line. She also spent 15 years as an engineer and program manager for the New York Power Authority.
