R G S E Inc. (RGSE) is a structural engineering consultancy founded in June 2005 in Simi Valley, California by Founding Principal Ramon Garcia, S.E. Situated less than 40 miles from downtown Los Angeles and Ventura, RGSE primarily partners with architects on building structures across Los Angeles and Ventura counties. Its value-added methodology reduces unnecessary construction costs through experience-driven coordination and close attention to detail during design. Licensed in California, Arizona, Nevada, Hawaii, Florida, and additional states, RGSE serves commercial, residential, civic, educational, hospitality, and industrial markets, and brings added expertise in seismic evaluation, earth shoring, forensic engineering, and expert witness work.

Ramon Garcia

Founding Principal

Ramon Garcia has been practicing structural engineering since 1994 and established RGSE Inc. in 2005. With extensive working relationships with architects, developers, and city officials, he has distinguished himself as a versatile and well-rounded structural engineer. His project experience spans commercial, industrial, public, DSA-regulated, essential facilities, high-end custom homes, senior housing, multi-family housing, mixed-use, seismic retrofits, due diligence, fatal flaw analysis, and peer reviews. As Founding Principal, he oversees project completion and client satisfaction at each phase of design development, construction administration, and client interface.

Jeff Lubberts

Principal

S.E.

Jeff Lubberts has been practicing structural engineering since 2010 and joined RGSE Inc. in 2017. He began his career in downtown Los Angeles after earning a Master of Science in Structural Engineering from USC. His project experience includes the Wilshire Grand Redevelopment, Madera Courthouse, and Kaiser Walnut retrofit, spanning commercial, tenant improvement, mixed-use, high-rise, retrofit, and new construction work. As Principal, he oversees project completion and client satisfaction at each phase.
