Harold A. Phelps
Founder & CEO

Harold Phelps founded Phelps Engineering in 1990 with a single technician and has led PEI for more than 35 years. He holds a Bachelor of Science in Civil Engineering from the University of Kansas (1984) and earned his Professional Engineering license in Kansas in 1986. Harold's experience spans residential, multi-family, commercial, and industrial development as well as public works including watershed studies, sanitary and stormwater designs, and arterial road design in Johnson County.
Judd D. Claussen

Judd Claussen is President of Phelps Engineering and is licensed in Kansas and Missouri. He holds a Bachelor of Science in Civil Engineering from the University of Kansas (1992) and brings more than 30 years of experience as a design engineer, project manager, and principal in charge across land development and municipal infrastructure projects throughout the greater Kansas City area.

Tim Tucker is a registered Professional Engineer in Kansas with a Bachelor of Science in Civil Engineering from Iowa State University (1994) and 30+ years of civil engineering and construction experience. His work focuses on residential development, street improvement, stormwater, and sanitary sewer projects, with additional expertise in floodplain modeling and FEMA permitting.

Dave Jones manages all aspects of PEI's land surveying practice with 30+ years of experience. He is a licensed surveyor in Missouri and oversees office and field surveying operations across engineering surveys, subdivision platting, ALTA surveys, construction staking, right-of-way maps, and route surveys.

Mike McGrew is a licensed Landscape Architect in Kansas, Missouri, and Ohio who leads PEI's Land Planning and Landscape Architecture Group.
