Bert Kellahan

Bert joined PEC in 2010 after earning a B.S. in Civil Engineering from Clemson University. He quickly advanced to Project Engineer, leading outside-plant design, construction oversight, and contract administration. After founding and operating a civil engineering practice in 2015, he returned to PEC in 2022 to drive business development and service diversification, ultimately becoming Chief Executive Officer.
Jeff Little
Chief Operating Officer & Chief Financial Officer
Jeff began his telecommunications career in 1995, building extensive experience in network design and fiber-to-the-home initiatives. A U.S. Air Force veteran, he has served in advisory roles with the National Tribal Telecommunications Association and the National Telecommunications Cooperative Association before becoming PEC's Chief Operating Officer and Chief Financial Officer.
Chris Roland
Chief Engineering Officer & Chairman of the Board

Chris has over 35 years of telecommunications engineering expertise. He holds Professional Engineer licenses in 14 states and is a past President of the Association of Communications Engineers. He specializes in central office technology, equipment specifications, and audits of electrical power systems.
Howard Gorter
Chief Technology Officer & Board Secretary
PE
Howard brings more than 17 years of experience in telecommunications design and consulting. Licensed as a Professional Engineer in 17 states, he directs GIS, CAD, IT systems, and technical operations, overseeing feasibility studies, project planning, and equipment contracts.
Scott M. Feagin
President, Eastern Division
Scott joined PEC in 2013 following more than 20 years of management in industrial manufacturing. As President of the Eastern Division, he oversees OSP operations, FTTH projects, and construction management across South Carolina, Georgia, Alabama, and Tennessee.
David Webb
President, Western Division
David has more than 22 years of experience in telecommunications, specializing in outside plant design, contract management, and project coordination. He leads operations for the Western Division, focusing on fiber deployment and resilient network infrastructure.
Jared James
Sr. VP, OSP Services, Special Projects
Jared has designed and managed OSP systems and complex fiber-to-the-home builds across the Southeast for more than 22 years, bringing deep expertise in both underground and aerial engineering.
Zac Petix
Sr. VP, Geospatial Operations & Development
Zac has over 20 years of experience in GIS, managing PEC's national team of analysts and technicians. He specializes in advanced geotechnologies, utility networks, and spatial analysis across telecom, utility, real estate, and environmental projects.
Tony King
Sr. VP, Electrical Engineering
Tony has over 40 years of engineering experience across industrial, chemical, manufacturing, and commercial sectors. He manages project delivery and design coordination for power distribution, instrumentation, process plants, and solar installations.
Roger Sanders
Project Architect
Roger has more than 31 years of experience designing residential, commercial, religious, medical, civic, and educational spaces. He serves as Project Architect, leading architectural design, production teams, and engineering coordination.
George Wyatt
Senior Advisor & Founder

George is the founder of PEC and served as its original Chief Executive Officer, bringing more than 38 years of experience. He holds a BS in Electrical Engineering from Clemson and an MBA, and provides strategic guidance across telecommunications, utility, and industrial projects.

Scott joined PEC in 2009 and served as Director of Operations and later as Chief Operating Officer and Chief Financial Officer. He now provides high-level strategic insight and operational guidance based on his decades of telecommunications industry experience.
