Michael Phipps

Michael Phipps is an accomplished technology leader with a 35-year track record of performance in high-paced organizations developing security and electronic surveillance systems for US and foreign Intelligence and Department of Defense organizations. Currently, Michael serves as the Managing Partner and President for Metis LI, working with government organizations and large and small companies, providing strategic planning, systems engineering, integration, deployment, and training for intelligence gathering and security systems. Prior to forming Metis, Michael served in multiple senior executive roles for Ultra Electronics, including Chief Technology Officer for their Secure Intelligence Systems Division, President of Special Operations Technology (SOTECH), and Vice-President and General Manager for ProLogic's Intelligence, Surveillance and Reconnaissance division. Prior to joining Ultra Electronics, Michael held Senior Management positions in small and large companies in the Intelligence and Security sectors. He has established himself as an industry leader in the development of data collection and information management systems for intelligence and security applications. He serves on industry advisory boards, including as Executive Director and industry advisor for the Southwest Innovation Collaborative (SWIC), is a TechStars Mentor for start-up businesses, and is an adjunct professor at National University.
Scott Hincy

Scott Hincy is a Managing Partner for Metis LI, working on the acquisition of the Lawful Intercept Product Line from Ultra Electronics and the formation of Metis LI. Previously, Scott was the Vice President of Engineering for Ultra Electronics ProLogic and SOTECH and the lead systems engineer for the Lawful Intercept product line. He has over 20 years of experience in C4ISR.

Brad Jansz is a founding partner in Metis LI and the lead for the biometrics portfolio. As Director of Software Engineering for Ultra Electronics SOTECH, Brad led the development efforts on the ECAS, VPA, and physical biometrics product lines. He has over 30 years of experience in C4ISR systems development.
