Overview

Land Development Solutions (LDS) is a civil engineering design and land surveying practice founded in 1992 by E.J. (Rusty) Baksa Jr. and headquartered in Knoxville, Tennessee. Baksa established LDS after more than 15 years of experience spanning consulting and local and state government engineering, recognizing the market need for a firm with broad technical depth and accessible service costs. LDS delivers site development planning, stormwater and drainage design, erosion control, hydrology and floodway analysis, street and highway design, utility system design for water, sanitary sewer, and natural gas, and boundary and topographic surveying. Its project portfolio spans airports, medical facilities, commercial and residential developments, and public infrastructure, with recurring work for the Metropolitan Knoxville Airport Authority and the Tennessee Department of Transportation.

Engineering design, planning, and surveying for a 650-space employee and public parking lot at McGhee Tyson Airport. Scope included site layout and grading, drainage design, demolition of a 250,000-gallon water tank, preparation of construction specifications, and construction administration. Total construction cost approximately $1.4 million.

McGhee Tyson Terminal Access Renovations

Site engineering and survey services for upper and lower terminal entryways and adjacent parking areas as part of a $4.5 million terminal renovation. Work included upper- and lower-level roadway and sidewalk improvements, a passenger waiting canopy, a ground-transportation facility, utility improvements on the west side of the terminal, and security enhancements.

Site utilities master planning and design for a 90-acre mixed-use development at the Alcoa Highway-Hunt Road interchange adjoining McGhee Tyson Airport. Program included a general aviation ramp, corporate hangars, aviation-related businesses, an airfield grounds maintenance facility, rental car facilities, and hotel and conference facilities. Utility design emphasized flexibility to accommodate varied build-out scenarios, with significant public participation to address City of Alcoa and neighborhood concerns.

Principal Engineer

Rusty Baksa founded Land Development Solutions in 1992 after a career spanning engineering consulting and the Michigan Department of Transportation. He holds a B.S. from Michigan State University and a master's degree in Civil Engineering from the University of Tennessee.

Breck Bowlin

Professional Engineer

P.E.

Breck joined Land Development Solutions in December 1994. He earned a B.S. in Civil Engineering from the University of Tennessee and completed his professional engineer certification in 1999.

Chad joined Land Development Solutions in October 1996. He holds a B.A. in Engineering and Math from Maryville College and a B.S. in Civil Engineering from the University of Tennessee, and completed his professional engineer certification in 2005.

Ryan joined LDS in May 2016 after earning a B.S. in Civil Engineering from Jackson State University. Prior internships included work with the City of Oak Ridge and the US Army Corps of Engineers Europe District. He is a member of the American Society of Civil Engineers.
