Jim Kramer, PLS, is a co-founder and principal owner of Kramer Leas DeLeo P.C. He established the practice in July 2003 after serving at the Minnesota Department of Transportation (Mn/DOT) as a Principal Land Surveyor. During his tenure at Mn/DOT, he managed land surveying services associated with annual construction budgets ranging from $80 to $100 million. His technical expertise includes aerial mapping, topographic and digital terrain mapping, highway and municipal construction staking, horizontal and vertical control networks, public land system re-establishment, legal description preparation, and right-of-way platting. He oversees all business operations at the Brainerd and St. Cloud offices.

Sam DeLeo, PLS, is a partner and principal owner of Kramer Leas DeLeo P.C., joining the practice in February 2004. He has extensive experience in civil engineering and land surveying, including roles as a Survey Crew Chief, Land Surveyor in Training, and Senior Land Surveyor for the Minnesota Department of Transportation's St. Cloud office. He also managed land surveying operations in Minnesota for Short, Elliott, Hendrickson (SEH). His areas of expertise encompass boundary survey research and analysis, legal description writing, highway right-of-way platting, and subdivision plat preparation. He oversees all field and office operations at the St. Cloud office.
