Joe C. Ablay, PE, CEM is the founder of ICI Engineers, Inc. He has over 30 years of experience in MEP and energy systems design for healthcare, entertainment, hospitality, K-12, higher education, commercial, retail, industrial, federal, and institutional projects. His project portfolio includes AFCEE work at multiple Air Force bases - including March Air Reserve Base, Vandenberg Air Force Base, Beale Air Force Base, and Laughlin Air Force Base - and healthcare facilities such as UCLA Ronald Reagan University Medical Center, Sharp Memorial Hospital, and Connecticut Children's Hospital. He is a registered professional engineer in California, Arizona, Nevada, Connecticut, Washington, Utah, Texas, Wyoming, Guam, the District of Columbia, and Hawaii. Joe serves as an alternate member of the LA Metro Sustainability Council representing architects and engineers.

Elvie A. Arizabal, LEED-GA, ENV SP is the Associate Principal of ICI Engineers, Inc. She has more than 20 years of experience in environmental consulting and MEP engineering project management. Since joining ICI in 2016, she has managed multi-discipline design projects for healthcare systems including UCLA Ronald Reagan University Medical Center, UCLA Santa Monica University Medical Center, Hollywood Presbyterian Hospital, and skilled nursing facilities; K-12 education through LAUSD and Capistrano USD; transportation for LA Metro; and state and federal work including CARB, CDCR, and China Lake Naval Air Weapons Station. She holds LEED Green Associate and ENV-SP certifications and serves as Board Secretary of the ASHRAE Tri-County Chapter.
