Jeff has more than 44 years of experience dedicated to providing technically creative and economically sound solutions for a diverse range of Water Resources and Environmental Engineering/Permitting projects. He is a nationally recognized regulatory permitting expert. As a pioneer in the field of advanced GIS-based Hydrologic and Hydraulic (H&H) modeling and calibration methodologies, he has served as Project Manager/Director on dozens of large-scale comprehensive stormwater master plans, watershed assessments, and FEMA flood insurance studies across the country. He has co-authored and facilitated numerous stormwater design criteria and best management practices (BMPs) manuals for municipalities and agencies.

Jeff is a registered professional engineer with more than 31 years of experience specializing in executive management and environmental engineering. His leadership skills are demonstrated through his repeated success in improving organizational performance by expanding capabilities, enhancing work quality, and maximizing efficiency. His diverse technical experience includes expert witness testimony, stormwater management, stream gage installation and statistical assessment, site investigations, remediation, and regulatory compliance including NPDES, CERCLA, RCRA, and NEPA. He graduated from Pennsylvania State University as a Civil Engineer and completed an Executive Management Program at Harvard Business School.
Todd Cochran

Todd is a licensed Civil Engineer with more than 20 years of experience specializing in water resources engineering and permitting. His expertise in advanced hydrology and hydraulics is primarily related to stormwater management, drainage, and flood control systems, with project experience developing many one- and two-dimensional hydrologic and hydraulic models. His background includes FEMA flood studies and revisions, the design of flood mitigation and control systems, stormwater Best Management Practices, dam hydraulics, bridges, and culverts. He has managed watershed-level flood studies, FEMA Letters of Map Change, stormwater and watershed master plans, and flood control master plans. He holds a Bachelor's of Civil Engineering from the Georgia Institute of Technology.
Greg Bowers

Greg is a licensed Civil Engineer with more than 14 years of experience specializing in water resources and permitting. His expertise in advanced hydrology and hydraulics includes stormwater management, drainage, floodplain analysis, and flood control systems. He is proficient in using advanced modeling programs to simulate complex hydrologic systems, including FEMA flood insurance restudies, LOMRs and CLOMRs, calibration of physics-based hydrologic models, dam hydraulics, and hydrologic analysis of bridges and culverts. He has integrated geographic information systems (GIS) throughout his career to develop spatially correct models and illustrate risk. He holds a Bachelor of Science from the Georgia Institute of Technology.
