Overview

Founded in 1957 by Robert B. Hayter in Paris, Texas, Hayter Engineering, Inc. has served municipalities and rural water utilities across the south-central United States for more than six decades. Today it provides civil and infrastructure engineering, water and wastewater system design, land surveying, GIS, transportation, stormwater and floodplain management, parks and recreation, and municipal planning to clients in Texas, Oklahoma, Arkansas, and Louisiana. Clients include municipal governments, rural water utilities, public schools and universities, private developers, and industrial groups. Attention to budget, schedule, and open communication has been central to practice since its founding.

Lamar County Water Supply Development

Lamar County, TX | Lamar County Water Supply | Water Supply

Coordinated 13 local, state, and federal agencies to deliver drinking water to rural Lamar County for the first time. The system launched with 845 retail and 4 wholesale customers and has grown to serve more than 25,000 people, making it one of the largest rural water systems in Texas.

City of Paris Wastewater Treatment Plant

Designed a wastewater treatment plant for the City of Paris that was, at the time of construction in the mid-1970s, the largest orbal aeration facility in the world. Hayter Engineering has since designed most subsequent enhancements to this facility over the decades.

Big Creek Reservoir and Water Treatment Plant

Cooper, TX | City of Cooper, TX | Water Supply

Planned, designed, permitted, and provided construction supervision for Big Creek Reservoir and a new water treatment plant for the City of Cooper after its existing municipal reservoir ran dry. The project was coordinated with Delta County MUD, the Texas Water Development Board, and USDA.

City of Reno First Wastewater Collection System

Designed and developed the City of Reno's first wastewater collection system and treatment facility. The new infrastructure supported significant population growth; the city has since tripled in population.

Mike Tibbets

President

P.E.; M.S. and B.S. Civil Engineering, Texas A&M University

Mike Tibbets joined Hayter Engineering in 1989 and became President upon Mike Donnan's retirement in 2022. He leads business development, staff recruitment, operations, and financial management, and is responsible for staff development and training. He holds a Master of Science and a Bachelor of Science in Civil Engineering from Texas A&M University. His expertise spans all phases of municipal and water utility infrastructure, with particular depth in water treatment process evaluation.

Kevin Whitley

Vice President, Survey Manager

R.P.L.S. (TX, OK); B.S., Stephen F. Austin State University

Kevin Whitley joined Hayter Engineering in 1999 and serves as Vice President and Survey Manager. He holds a Bachelor of Science from Stephen F. Austin State University and is a registered professional land surveyor in Texas (since 2006) and Oklahoma (since 2014). He oversees all surveying services, including engineering project surveys and boundary and property surveys for commercial, industrial, and private clients.

Chris Donnan

Principal

Chris Donnan is a licensed professional engineer in Texas, Oklahoma, Arkansas, and Louisiana, and a Certified Floodplain Manager. He joined Hayter Engineering in 2015 and became a Principal in 2018. He holds a B.S. in Civil Engineering and an M.S. in Water Resources from Texas A&M University. His expertise covers public works planning and design, hydrology, hydraulics, floodplain management, and GIS. Prior to Hayter Engineering he worked with AECOM and Harrison, Walker and Harper.

Tyler Creamer

Tyler Creamer is a licensed professional engineer in Texas, Oklahoma, Arkansas, and Louisiana. He joined Hayter Engineering in 2009, was promoted to Project Manager in 2016, and became a Principal in 2018. He holds a B.S. in Civil Engineering from the University of Texas at Arlington. His experience spans water and wastewater design and planning, water quality testing, pedestrian and bicycle trail design, and construction review.

Kevin Vanhoozier

Kevin Vanhoozier is a licensed professional engineer in Texas, Oklahoma, Arkansas, and Louisiana. He joined Hayter Engineering in 2013, was promoted to Project Manager in 2019, and became a Principal in 2020. He holds a B.S. in Civil Engineering from the University of Texas at Arlington. His project experience includes water and wastewater facilities, streets and drainage, pump stations, lift stations, water system modeling, and construction review.
