Ken L. Faulkner

Principal Engineer

P.E.

A seasoned environmental engineer with over thirty years of environmental engineering experience, Faulkner initiated his career as a project engineer in the Municipal Wastewater Construction Branch of the Mississippi Department of Environmental Quality. He later served as the Branch Chief of the Title V Air Permitting Branch in the MDEQ Air Quality Division before transitioning to the private sector.

Richard Harrell

Director of Operations

P.E., BCEE

Prior to joining the practice, Harrell was Director of the Office of Pollution Control at the Mississippi Department of Environmental Quality, where his work included developing policy and regulation for many environmental programs. He has more than 20 years of experience in environmental programs and leadership, and has played lead roles in response efforts for natural and manmade disasters, including the BP Oil Spill, the Great Mississippi River Flood of 2011, hurricanes, and tornadoes.

Russ Twitty

Senior Engineer

P.E., BCEE

Twitty assists clients with RCRA hazardous and solid waste management issues, including environmental permitting, compliance needs, and environmental site assessments. He also serves as project manager for multifaceted engineering design and construction projects. Prior to joining in 2010, he worked at the Mississippi Department of Environmental Quality for twenty-four years as a compliance engineer and served as a branch manager for the Environmental Compliance and Enforcement Division.

Harry M. Wilson III

Senior Environmental Engineer

P.E., BCEE

Wilson has over twenty-six years of environmental engineering experience, specializing in environmental permitting. He served as the Chief of the Environmental Permits Division at the Mississippi Department of Environmental Quality for over 11 years, managing multimedia permitting divisions for air, water, solid waste, and hazardous waste. He also has extensive experience coordinating permitting activities for large, diverse industrial projects and wastewater systems.

Clarke Thomas

Senior Associate Geologist

R.P.G.

Thomas has over thirty-one years of experience in environmental consulting. He is proficient in remediation project management, soils and groundwater assessments, and environmental and safety auditing. He has extensive knowledge of Environmental Site Assessments, OSHA, NEPA, SPCC, and stormwater programs. Prior to joining, he worked for Tellus Operating Group as the corporate HSE Manager.

Steve Mangum

Construction Management and Oversight

Mangum has over thirty years of experience in the environmental industry, specializing in hazardous material emergency response, remediation, demolition, and construction oversight. His expertise includes project management, stormwater protection, work plan development, health and safety plans, and contractor installation oversight on various environmental and civil engineering projects, such as landfill construction and wastewater systems.

Toby Cook

Senior Engineer

P.E., BCEE

A professional chemical engineer with over 40 years of experience, Cook has worked in research and development, regulatory enforcement, and consulting. His background includes 20 years managing industrial projects for pollution control and stack testing, and 20 years with the Mississippi Department of Environmental Quality conducting multimedia permitting and compliance activities across air, water, and hazardous waste programs.

Chad Winter

Senior Environmental Engineer

P.E.

Winter has over 14 years of diversified permitting experience, including Air Title V, NPDES wastewater and stormwater, air emission inventories, anti-degradation studies, and PSD/Air Quality Assessments. He has served on the boards of the Mississippi Biomass and Renewable Energy Council and the local chapter of the Air and Waste Management Association, and has extensive academic experience as an adjunct faculty member.

Charles O. M. Peel

Senior Geologist

R.P.G.

With more than 25 years of experience, Peel manages projects related to oil and gas production and refining, environmental due diligence, Brownfields redevelopment, hazardous waste compliance, solid and groundwater investigation, delineation, remediation, and emergency response. Prior to joining the practice, he worked with EarthCon Consultants.

Wayne Stover

Senior Geologist

R.P.G.

Stover has twenty-nine years of experience at the Mississippi Department of Environmental Quality, specializing in compliance, enforcement, hazardous waste, NPDES, pretreatment, stormwater, and groundwater remediation. He was a member of the State Emergency Response Team and served as the State On Scene Coordinator for the BP Oil Spill.

Bruce Ferguson

Senior Engineer

P.E., BCEE

Ferguson serves as the Ambient Air Modeling Manager, bringing extensive experience in ambient air dispersion modeling, PSD analyses, NSR, and PSD permitting. He spent twenty-four years at the Mississippi Department of Environmental Quality as a permit writer and branch manager for the Environmental Permits Division Modeling Section, and has managed compliance and permitting for timber, wood products, oil and gas, and inorganic chemical sectors.

Peter Virden

Senior Environmental Manager

J.D.

Virden has thirty years of environmental engineering experience across consulting, industry, and state government. His practice areas include due diligence, permitting, compliance, auditing, and enforcement support for air, wastewater, hazardous waste, environmental management systems, TSCA, SPCC, and stormwater. He holds degrees in Petroleum Engineering, Chemical Engineering, and a Juris Doctor.

Charles Cook

Project Engineer

P.E.

Cook has nine years of diversified consulting experience. He is a comprehensive permitting engineer with expertise in stormwater permitting, wastewater sampling, petroleum spill prevention plans (SPCC and FRP), chemical spill clean-up, asbestos inspection, toxic release inventories, and air quality permitting.

Pat Edgens

Senior Environmental Specialist

Edgens has over 20 years of career experience across regulatory, private facility contracting, and consulting services. He has prepared multi-media environmental permits in Mississippi, Arkansas, Alabama, Texas, Tennessee, Louisiana, and New Mexico for a range of industrial clients, specializing in Title V permitting, hazardous waste management, stormwater plans, and environmental site assessments.

Julie Taylor

Air Quality Specialist

Taylor has more than 10 years of experience in the environmental field, specializing in air quality management, permitting, and compliance for industrial clients. She has extensive experience supporting the wood products industry and is highly knowledgeable in Louisiana state environmental regulatory requirements.

Laura Rounsaville

Environmental Specialist

Rounsaville has over 13 years of experience in environmental consulting, with programmatic experience in the National Environmental Policy Act (NEPA) and FEMA recovery efforts. She has consulted on wetland delineations, environmental reviews for state development authorities, and wastewater NPDES and air pollution control permits.
