Donald L. Hamlin Consulting Engineers, Inc. (DLHCE) is a family-owned Vermont civil engineering and land surveying firm founded in 1965 and headquartered in Essex Junction. DLHCE provides comprehensive services from feasibility studies through final design, permitting, and construction-phase support. DLHCE serves municipal, residential, commercial, institutional, and agricultural clients and is well known as the Village Engineer for Essex Junction, a role it has held continuously since 1996.

Jeffrey graduated cum laude from the University of Vermont in 1993 with a B.S. in Civil Engineering. He holds Professional Engineering licenses in Vermont, New Hampshire, and Maine, and is an FAA licensed drone pilot. He has served as Project Manager for traffic, site development, and stormwater drainage projects, and as Environmental Specialist for construction stormwater permitting compliance.
Richard F. Hamlin

Richard is a 1979 graduate of Norwich University with a B.S. in Civil Engineering and more than 35 years of engineering design experience. He holds Professional Engineering licenses in Vermont, New Hampshire, and Maine and is an FAA licensed drone pilot. He has designed mixed commercial and residential developments, innovative sewer systems, roadway projects with pedestrian and bicycle accommodations, and has used 3D modeling to visualize project impacts.

Ryan is a 2005 graduate of the University of Vermont with a B.S. in Civil Engineering. He became a Vermont Licensed Land Surveyor in 2013 and joined DLHCE in 2019. He specializes in topographic, engineering, boundary, and ALTA surveys, as well as boundary calculations and highway right-of-way determination.
