Diviney Infrastructure Group, LLC is a Texas-based utility infrastructure inspection and consulting practice co-founded by a licensed Professional Engineer and a wastewater operations leader. It serves municipalities, private entities, and utility professionals with underground infrastructure inspection, CMOM and SSOI compliance support, and strategic engineering consulting. Co-Founder & Principal Engineer

Rebecca (Becky) P. Diviney is a licensed Professional Engineer and municipal leader with over 25 years of experience in public works, engineering, and city management. She has served in executive roles across North Texas, including Director of Public Works and Engineering for the Town of Addison, Assistant City Manager for the City of Rowlett, and City Engineer and General Manager of Public Works for the City of Denton. Her expertise spans water, wastewater, streets, drainage, and asset management, with a portfolio that includes oversight of a $1.3 billion Capital Improvement Program and delivery of major construction projects.
Justin Diviney
Co-Founder & Operations Leader
Justin Diviney brings over 30 years of hands-on experience in wastewater operations, infrastructure management, and municipal service. He has managed regional compliance and reliability efforts as the CMOM Program Manager for the North Texas Municipal Water District, serving 1.4 million residents across 24 cities. He spent 17 years with the City of Denton managing budgets, mentoring crews, and delivering capital projects, earning statewide recognition including the Sidney L. Allison Award from the Water Environment Association of Texas.
