Holds a B.S. in Engineering with a concentration in finance and economics from the University of Pennsylvania (2001). As President, he directs corporate strategy, client development, and business alliances. Licensed as a civil PE by both CIAPR (Puerto Rico) and the Florida Board of Professional Engineers, and certified as a PMP by the Project Management Institute.

Fernando J. de Leon

Chief Operating Officer

PE

Holds a B.Eng. from Villanova University. As COO, he contributes deep field expertise in highway construction, site operations management, and inspection services. Licensed as a civil PE by CIAPR and certified by the American Concrete Institute.

Ramon C. de Leon

Senior Counsel

PE

Founder of Custom Group with over 40 years in the construction industry. A graduate of the Georgia Institute of Technology, he led some of Puerto Rico's most significant construction projects, including a National Home Builders Association award-winning resort development. Licensed as an engineer by CIAPR.

Mark A. Gonzalez

Program and Construction Management Services Director

Holds a B.S. in Engineering from the Polytechnic University of Puerto Rico (1991). With more than 30 years of experience, he has planned, managed, and delivered over $250 million in residential, institutional, hospitality, and commercial projects across Puerto Rico and the United States. Licensed as a civil PE by CIAPR.

Francisco J. Sanchez

Construction Services Director

Holds an engineering degree from the Instituto Tecnologico de Santo Domingo and a master's degree in construction administration. Specializes in site work, residential and commercial construction, and prefabricated concrete and metal structural elements. Leads field operations including personnel management and supplier relations.
