CLA Engineers, Inc. is a consulting engineering firm incorporated in 1984 and headquartered in Norwich, Connecticut. Civil Site Engineering
CLA provides a full range of site planning and engineering services for private and municipal clients in Connecticut. From initial feasibility and land use studies through construction administration, CLA prepares site plans with close attention to cost-efficient engineering.
Structural Engineering
CLA Engineers provides a broad range of structural engineering consulting services to both private and public clients for construction or repair of buildings and other structures in accordance with local building code requirements.
Geotechnical Engineering
CLA offers geotechnical engineering services including subsurface exploration and geotechnical reports for potential project sites.
Town Services
CLA provides on-call engineering services for municipalities in Eastern Connecticut, acting as Town Engineers to Selectmen, Boards, Commissions, Public Works Departments, Recreation Departments, and School Departments. For municipal or private clients utilizing state or federal funding, CLA can provide grant application and administration services including all cost accountability required for reimbursements.

Ellen M. Bartlett

Ms. Bartlett joined CLA Engineers, Inc. in 1987 and immediately became part of the design team for civil engineering developments and capital improvement projects. She is a LEED accredited professional providing green building consulting services for institutional and residential projects, and a Certified Professional in Storm Water Quality with extensive experience in hydrology.
Robert A. DeLuca

Mr. DeLuca has been involved with civil and utility engineering in the Eastern Connecticut and Rhode Island areas since 1988. His utility experience includes water supply, sanitary engineering, and storm drainage from conceptual planning to final construction. He also provides on-call engineering services to several municipalities in Eastern Connecticut.

Mr. Haubert has been with CLA Engineers, Inc. since 2001 performing engineering, planning, design, inspection, and construction administration services. He has been involved with private land development projects as well as institutional, municipal, and utility company capital improvement projects, taking projects from concept through construction including local, state, and federal permitting.

Mr. Cheverie began his career in land surveying in 2004 at CLA Engineers and obtained his professional licensure in 2016. His experience includes boundary, topographic, construction, control, hydrographic, and subdivision design. He is well versed in all technical aspects of the field, including robotics, GNSS, laser scanning, and sUAS autonomous surveying.

Mr. Russo has been involved with wetland and environmental investigations and permitting throughout Connecticut since 1990. His experience includes utility, roadway, commercial, and residential projects across local, state, and federal permitting levels.
