Certified as a Project Management Professional (PMP), Designated Design-Build Professional (DBIA), Envision Sustainability Professional (ENV SP), and Envision Trainer with experience in project and design management, Richard has played a lead role in delivering large complex multidisciplinary projects in water, stormwater, and wastewater infrastructure. He holds Bachelor and Master of Science degrees in Civil Engineering from San Diego State University. His experience spans all project phases, including planning, design, construction, civil design, utility engineering, CAD drafting, and GIS analysis.

Lupe Fierro possesses extensive experience in business administration and operations. Previously serving as a department director, administrative manager, and English teacher in her career, she has over 30 years working in state public health and education. Her experience includes local, state and federal programs, establishing and implementing policies and practices, writing and submitting RFPs, contracting, and oversight of all stages of program and project implementation, monitoring, and control. She has a Bachelor of Science in Business Administration and a Master of Arts in Education. As Aquario's Business Coordinator, she is committed to internal operations and the growth of the practice. Her administrative skills position the practice for success through precise, detailed record-keeping, ongoing monitoring, and reporting on behalf of all clients.

Environmental Engineer

ENV SP

Jesy Fortino is an Environmental Engineer at Aquario, where she combines her technical expertise and commitment to sustainability to support meaningful infrastructure projects.
