Overview

ADP Resources provides outside plant engineering, CAD/GIS design, permitting, and personnel services for the telecommunications sector. Founded in 2012 in Dallas, Oregon by Phil Garrett, a 20-year telecom management veteran, ADP Resources delivers geospatially correct infrastructure data and design for fiber, HFC, and FTTP networks. It serves both ongoing service contracts and single-project engagements for clients of all sizes across most of the contiguous United States and Hawaii.

Field and design engineering for telecommunications outside and inside plant infrastructure, including NESC and GO95 compliance, fiber network audits, site surveys, and physical infrastructure risk assessments.

Phil Garrett

Owner & President

Phil Garrett started his career at Aspen International Cable Corporation, working as a drafter by night while studying mechanical design by day at Chemeketa Community College. As Drafting Manager and later VP of Engineering Services, Garrett helped grow ADP Resources both in revenue and resources, overseeing the department through its integration as part of Argus Communications. At Argus (later Dycom), Garrett managed multiple million-dollar fiber network projects across the country. In 2005, Garrett was selected by the cities of Monmouth and Independence to oversee the inception of MINet, one of the first independent FTTP networks in the country. As General Manager of MINet, Garrett built the innovative telecommunications network from scratch and operated it for seven years. Garrett launched ADP Resources in 2012, bringing over 20 years of telecom management expertise and an integral, collaborative, agile approach to providing high-speed data, phone service, and cable TV nationwide.

Travis Stenhjem

Director of Infrastructure Management

After graduating from Arizona State University in 2004, Travis Stenhjem worked as an Assistant Golf Professional. In 2008, Stenhjem relocated to Portland, Oregon, and began a career in the telecommunications industry. Stenhjem started at Comcast in the call center before pursuing a Construction Project Coordinator role covering cellular backhaul. In this role, Stenhjem learned aspects of fiber optic design, documentation, and field operations, and was promoted to Fiber Construction Supervisor, building a highly effective team of ten staff members. In 2017, Stenhjem became the Area Manager for SEFNCO Communications. In June 2019, Stenhjem joined ADP Resources as the Director of Operations.

Chris Nelson

Director of Field Operations, Oregon

Chris Nelson served in the United States Air Force from 2006 to 2012 as an aircraft electrical and environmental technician on the KC10 aircraft. After an honorable discharge, Nelson studied electrical technology at Los Medanos Community College. After returning to Oregon in 2014 to build electrical control panels, Nelson joined ADP Resources in August 2016 and assumed management of field operations in 2017.

Karina Manzo

Director of Customer Relations

Karina Manzo graduated with a Bachelor of Arts in Social Science and a minor in Spanish. Prior to joining ADP Resources, Manzo worked for a telecommunications service provider, gaining experience in customer service, quality checking, equipment testing, billing, and establishing customer accounts.

Aloura Nelson

Drafting & Quality Assurance Manager

Aloura Nelson joined ADP Resources in 2017 as a Data Entry Specialist. While working, Nelson earned a Drafting Certificate from Chemeketa Community College. This technical training facilitated a progression from drafter to Quality Control and Drafting Manager.

Jacob Neu

Permitting Department Manager

Jacob Neu began a career in the CATV industry as a contractor for TDS Telecom in the Right of Way Department. In 2018, Neu relocated to Oregon and joined ADP Resources as a Permit Specialist, advancing to manage the Permitting Department after three years.

Jason Sell

Regional Field Operations Manager, PNW

Jason Sell graduated from Oregon State University's School of Forestry and built a 22-year career in forest products and high-tech manufacturing, managing teams and facilities in Ohio, Arizona, and Oregon. Sell also earned a Lean Manager Certification from The Ohio State University's Fisher College of Business. Sell joined ADP Resources in 2020 as a field technician to gain ground-level experience and was promoted to Regional Field Operations Manager for the Pacific Northwest in August 2022.

Regional Field Operations Manager, PNW

Chris Sarino possesses a background in cold storage logistics and forklift operations. Sarino joined ADP Resources as a field technician and surveyor, gaining hands-on data collection experience before advancing to Regional Field Operations Manager for the Pacific Northwest.
